Since, the activities of the commissions were extended and International Permanent Commissions, as they were then called, were founded to solve conflicts of "any nature", once diplomatie procedure had failed. In 1920 a synthesis of mediation and inquiry was achieved and, instead of the governments, the commissions of inquiry were charged with the task of mediation, which from then on was called conciliation. At that period it seemed logical to entrust this task to the League of Nations. In 1920, Sweden concluded a convention with Chile, according to which both countries agreed to put their conflicts before a Permanent Commission of five members, before consulting the League of Nations.
