Since the GP and BE share the network, if there are many more GP sessions than the average, there can be a serious deterioration of service to the BE, perhaps beyond an acceptable limit. It is assumed that BE requests are always admitted, unless some very large limit is reached. The analysis will be in the heavy traffic regime, where the system has little spare bandwidth over what is needed to handle effectively the average load.
